Problem with the form designer tool

Hello,
I just started using Illustrator and I'm having a problem with the shape builder tool. I just want to combine one shape with another as requested in an exercise from the official Illustrator tutorial, but when I select my shape builder tool, it comes with a panel right next to the mouse, and I can't do anything. I don't know how to fix this issue.

Configuration: Windows 7 / Chrome 36.0.1985.125

    Hello,
    It seems to me that you just need to select your shapes before applying the shape designer tool.

    A panel right next to the shape designer cursor? What kind of panel? Can you please elaborate?
