USB port disabled (Too much power consumption)

Here was, the other day I was on my computer when a message popped up saying that the USB port to which my phone charger was connected had been disabled due to excessive power consumption. I wondered why, but since the charger was a bit worn out, I just switched to another port (I have 4 on the front, two 2.0 and two 3.0).
After a few hours, the same thing happened again, and I was left with only the two 3.0 ports, and today they have just experienced the same issue. Having rebooted my computer in the meantime, which didn't fix the problem, I was wondering if there was a way to reactivate these ports directly through Windows (I'm on Windows 8), or if I would have to disconnect something inside the tower. (Desktop computer)

Thank you for your response despite the late hour, I will try this as soon as possible!

I didn't have time to test the method, I pressed the "RESET" button on the HDD (Zalman Z11+ case)
This "restarted" it and the ports are functional again. Thanks anyway! -

try this:
1- Properly shut down the PC;
2- Unplug the power cord; wait a few seconds
3- Press and hold the power button on the PC for at least 30 seconds;
4- Plug the power cord back into the PC;
5- Turn it back on.
If it doesn't do any good, it can't do any harm.
check the device manager to see if there’s any error message on any line
