Here, I found something that might give you an idea (I copied and pasted it from another forum)
Hello, I worked for some time in a bailiff's office as an "amicable" collection officer harassing people as you are being.
There are companies like "DSO" that buy debts from Orange and other companies (Axa, Neuf, Numericable, SFR...). Orange will never go to court to recover a debt; it would cost them way too much. They have another technique, they change bailiffs "amicably" every year until one manages to trick you into paying something you no longer owe.
So don't worry. A little advice, if you want peace, tell them that you have always disputed the bill and that you are not opposed to paying, but that you want the detailed bill first. And they... will be unable to provide it to you.
Another thing, after a year (prescription), send them away. You don't owe anything anymore. To pressure you a bit, they will talk to you about getting delisted from the registry as soon as you settle the debt. On this point, they are right, but for your information, being listed lasts 2 years if you have a single unpaid line and 5 years if you have two. You just need to be patient... ^^
In parentheses, it is absolutely not illegal for a collection agency to demand a prescribed debt; it's just up to you to refuse to pay it.
