Hello,
To write a letter, you need a word processing software.
By default, at least up until Windows 7, WordPad is included in Windows (to be confirmed for Windows 8). It's enough to type a letter.
Otherwise, it is possible to download and install a free suite like OpenOffice or LibreOffice, and then use the "word processing" module.
Once the letter is typed, to print it, you need a printer (I know, that's obvious), and a installed printer (just buying a printer is not enough).
In all software, whether word processing or otherwise, it is possible to print either by going through a menu or by clicking on the icon representing the printer.
I hope I have answered your question.

And above all, don't forget the polite formula!

... how the most down-to-earth answers are sometimes the ones that suit best!

In that case, the question should have been "I can no longer print"...!

... don't forget to put in some paper, and check that there's ink in the printer, and also that it’s connected to the computer and powered on!

True: sometimes the issue is between the computer and the user :-)
