Access to file denied despite permissions

Hello,
I have a problem accessing an .xls file (~ excel openoffice): the following error message appears when I try to open it: "Access to [path] denied."
I have somewhat scoured the forums, and the following solutions did not work:
* Taking ownership of the folder + obtaining all permissions (I have them with both accounts present on this PC)
* Disabling UAC settings as suggested on this site: https://www.baudelet.net/windows-vista/uac-controle-comptes-utilisateurs.htm (I used the third method).
* Other calc documents open without problem, so I assume OpenOffice is not to blame...
I am somewhat out of ideas, can you help me?

Even by placing the document on the desktop before opening it?

A little explanation maybe, Maxoo974? -
You must have placed the file in a system folder; you cannot modify any files even with administrator rights (obviously, imagine if you delete something really important and your computer won't start anymore...)
I hope I have clarified things for you; you're welcome for the help ;)
