Hello,
I just installed the Windows 8.1 update and I'm having a problem with my screen resolution. I have an HP Envy desktop and a Samsung SB350H monitor.
Since the Windows update, the display does not fill the entire screen (there are black bars on all four sides of the screen). Moreover, I feel that the screen quality has decreased. So I checked the screen resolution: it is still set to 1920*1080 (recommended and maximum resolution). So the problem doesn't seem to stem from that.
I think the issue is with Windows since the boot screen (with the HP logo) fills the entire screen, but as soon as Windows starts, the black bars appear.
I am therefore asking for help to restore the quality and to have the display fill the entire screen.

For the magnifying effect issue, I think I have the solution (it worked for me...)
On the desktop, right-click,
then go to Screen Resolution.
Once that's done, a window opens and you click on the second blue line: "Make text and other items smaller or larger" (something like that...).
Then you just need to check
"Let me choose a scaling level for all my displays"
and finally you select "Small - 100%"
The session closes and upon reopening it, your screen is at full resolution, and the text regains its clarity.
Personally, it solved my problem when I couldn't find any solution...updating drivers, uninstalling cards, etc...and yet, it's Windows 8.1 that had the solution (after causing the problem!)

However, personally, my PC is connected to my TV and to my 22" screen.

I just managed to solve the problem: I went to the HP support site and entered the model of my tower (Pavilion p6 2371ef). From there, you land on a page where you can download all the drivers for the PC, and I downloaded the graphics card driver (151 MB).

After installing the driver and restarting the computer, the problem disappeared.

Same issue with an HP ENVY h8-1425ef. Reinstalling the HP drivers fixes the problem.

Still having the same problem after installing W8.1, my screen flickered and nothing displayed; it was more than just 4 black stripes... I had to revert back to W8 using a procedure that Microsoft France provided me. They assumed it might be related to a driver for my graphics card. I'm using an HP Probook 470 G0 and my cards are AMD Radeon HD 8750M and Intel(R) HD Graphics 4000.
Now I'm updating everything and will try again... What a hassle W8.1!

Here you go, after having installed the update 4 times with no results, Microsoft managed to upgrade me to W8.1!!!!!!!!!!!!!!!!
If like me you have a black screen, here's how to fix it.
My PC is a HP Probook 470 G0! with Windows 8 Professional 64 bits.
After installing 8.1 (after entering the password and finishing setting up my settings), there was a reboot. After the HP logo appeared, nothing happened, black screen with only the mouse pointer visible and the blue loading wheel.
It is actually a graphics driver issue even if you had updated them before switching to W8.1
Procedure to follow to successfully "see" W8.1:
-Remove your battery.
-Start in safe mode. Either 1/by pressing F11 at startup when you see the HP logo or 2/by suddenly unplugging the power cord, plugging it back in, then pressing the power button, the HP logo appears, the white wheel at the bottom spins a bit, unplug the power cord again, plug it back in and then press the power button, wait for the loading wheel to appear, ... until the moment when turning it on you will see the HP logo but at the bottom the message "Preparing Automatic Repair" will appear. Then "Diagnosing your PC".
-A blue page then appears with the message "Your PC didn't start correctly".
-You have 2 choices (Restart or Advanced Options): choose "Advanced Options"
- "Choose an option" (either 1/continue and go to W8.1 or 2/Troubleshoot Refresh your PC or reset it or use advanced tools or 3/Turn off your PC): choose "Troubleshoot"
-Then choose "Advanced Options"
-Then choose "Settings"
-Then choose "Restart". Wait a bit and now you must choose from a dozen options.
Choose "Restart with Safe Mode with Networking" which corresponds to "F5".
-The PC will restart. It takes quite a while. You should normally arrive at the page with your avatar and you need to enter your password. Enter your code, wait a moment.
You will arrive at your desktop with your icons. It should be noted "Safe Mode" in the four corners of the screen.
-Press the keyboard key with the Microsoft logo and at the same time press the x key. A menu will appear at the bottom left, choose "Device Manager", a window opens, click the arrow next to "graphics cards", the name of your graphics card(s) will appear.
For me, I have 2: AMD Radeon HD 8750M and Intel(R) HD Graphics 4000.
-Right-click on the first name and choose "disable". Do the same for the second if it exists.
-Close the Device Manager window then press Windows+x and "Shut down or sign out" and "Shut down".
-Wait for the PC to prompt you to enter your password. Enter it. Wait (it's long).
-Check that you have an internet connection (swipe to the right of the screen, settings, and see if you are connected otherwise do it).
-Open Internet Explorer or Mozilla Firefox or ...
-Go to the "All drivers" website and detect your hardware (this detection does not work in safe mode, that's why you had to restart).
-Download the latest drivers for your graphics cards, always take the most recent ones. As soon as it’s downloaded, install them (Run). (The download took 1 hour in my case...). Mine were AMD_Catalyst_13.11mobility_BetaV7.exe and Win64_15335.exe.
-To complete the installation of the drivers, restart the PC.
AND THERE YOU GO! At least for me it was okay.
However, the technician advised me to update my BIOS (= basic program of the computer) because I told her that Windows was taking longer to load compared to before.
Now I have to find out how to do it...
Normally I should have contacted HP since it's because of their drivers. Microsoft kept me for 2 hours and 30 minutes today, thanks to the 3 people who helped me!!!!!! At the same time it had been a week since it wasn't working and they were trying to solve my problem!

uncheck the box (allow web content).
You will see the default button => press on defaults.
If the problem persists => click on download the driver from the (Catalyst Control Center).
A new page opens => enter the exact coordinates of your driver and
download/install/restart.
Don't forget to mark resolved.
