Hello/Good evening,
After extensive research on iOS emulators that have an """existing""" App Store, the outcome is negative. To be more precise, I'm looking for a free iOS emulator for Windows (preferably for iPad, but if it's for an iTouch or an iPhone, I would still be satisfied) where the App Store actually serves a purpose, I mean, that allows you to download applications like on a real device running iOS. (There's no need to suggest iPadian, it's completely a scam; I've tried it myself and I'm not happy with the results, plus, it's not an "emulator" but a "simulator."

It's that simple.
Everything you will find will be scams, because it's impossible: it's in an ultra-proprietary environment, so no one is technically able to create this emulator except Apple, and the day that would be the case, Apple has the legal means to prevent them from doing so unlike Android, which is an open environment designed to be ported to a maximum of environments.
Note the existence of a university project (Cycadia) that has managed to run iOS applications on Android (without actually making a copy of the system as a whole): http://systems.cs.columbia.edu/projects/cycada/
There are a few tools simulating what an iOS environment would be like on Windows, but they best allow the operation of applications developed in Adobe AIR (a kind of mobile flash):
