Is it possible to have a multi-purpose external DVD drive?

Hello,

The CD drive of our laptop (Toshiba Satellite) is broken. I would like to replace it with an external drive/burner with standalone power (not 220 V) if possible.
I would also like it to connect to the TV to be used as a portable DVD player for the TV.

Is there such a product available at reasonable prices, or would it be better to opt for 2 separate devices?
Do you have any brand or model recommendations for me?

    No, I think it needs an HDMI connection...?

    I'm giving up on the TV, but I'm still looking for information about the PC (brand, specifications, ...)
