Hi everyone,
I’m back among you because I may have found out how they did it.
First of all, I must say that PayPal "appears" to have ruled in my favor because they "would have" refunded me. (I say this conditionally because for now my bank account is still overdrawn)
Next, here’s the procedure: read this carefully as it’s very important if you don’t want to get caught like I did

1/ For practical reasons, and what a mistake it was, even though I knew it’s not recommended at all, I use the same email address and password pretty much everywhere I log in. Well now I know, it's something you should never, ever do!!!!
2/ Here’s how it happened: I manage a gaming site in my spare time, and I’m very active on it. This site was attacked and was down for several days. My email address and password were stolen during that time. (The means of these kinds of small sites have nothing to do with the security systems of PayPal or Amazon)
3/ They tried several sites (including PayPal) with that information. They couldn’t modify my credentials because they couldn’t answer the security questions, but they logged in and stole my money.
So be careful:
wherever your credit card is registered, use different credentials! I’m actually going to change all my other shopping sites right away.

Unauthorized Transactions? Please refer to the paragraph Dispute and Liability in case of Unauthorized Payment Transactions of the Monetary and Financial Code, and more specifically to article L133-18 (Immediate Refund...).

Attention! You must be absolutely sure that you are not linked to these Transactions..

The Bank is NOT required to demand a police report, but it is recommended. The credit card information was likely stolen during a transaction on a dubious site like a one-euro gift..

Reminder: exclusively using the Virtual Card prevents these recurring problems!

My bank tells me that the insurance on my card only covers purchases; in this case, PayPal is not a seller but is considered a bank, and the insurance does not cover transfers to another account... And my bank advises me to contact PayPal directly...

Plus, the end of the month is approaching with the first direct debit rejections, so the first fees, La Banque Postale, radio silence, PayPal too, they're telling me to be patient... with -2000€ overdraft on my account and no gas to get to work, and an empty fridge.

Of course, you are right.
For my part, I use three user codes/passwords:
- a simple one (like for access to CCM for example), with a low-quality but quickly-entered password, that I use for all sites with no monetary stakes: forums, news sites, etc.
- the 2nd one, with a real password, I use for reputable shopping and mailing sites, which I know will alert me if they get hacked;
- the 3rd one, another user code, competitive password is used for Paypal and my bank.

the worst part of this story is that dear Mr. Bounani will not be worried at all... except for refunding PayPal!

I empathize with this terrible fraudulent story. As I see it, dear Mr. Bouani will never be held accountable, which I find utterly shameful!!!

However, I opened a PayPal account a few years ago which I only used once for an online purchase.
I can't find my four-digit code, and PayPal has the audacity to charge me fees every month, which shouldn't be happening!!! I call that a scam...! And they keep relentlessly sending me emails to confirm my account.

It is impossible to find PayPal's email address (theirs) after multiple searches; I find it quite curious that PayPal never provides an email address for contact? All merchants have an email address! Even the smallest ones.

Is there no way to stop these fraudulent deductions on their part?

On November 24, 2020, at 2:23 PM, I received an email saying "Emergence Report" knowing that I had closed my account 8 months ago. In this email, they say "Hello" ***@*** with the PayPal logo "We have detected suspicious activity on your account. As a result, we have decided to temporarily close it to ensure that it is really you." "You can no longer send: send money receive money" "If you do not confirm your information within 48 hours of receiving this email, your account will be permanently closed and you will be charged an amount of €19.99 to close your account." I fell for it and filled out the form with my banking details, and then I realized it was a scam. I called PAYPAL several times, but no one was on the line. I wrote to their head office located in Luxembourg. And to leave a trace, I also emailed ***@*** to tell them that I was a victim of a fraudulent email. They replied "the website you reported is fraudulent. Such websites encourage you to enter personal information such as credit card numbers, PIN codes, or passwords. If you have entered financial or personal information on a fraudulent site: immediately change your password and security questions. Contact your bank or the company that issued the credit card associated with your PayPal account and inform them of the situation. The problem is that when you no longer have a PayPal account, it’s hard to contact them by phone and messaging. Fortunately, I found their email addresses by phone and their website. That same evening, I canceled my bank card.

I think you are dealing with a hacker even if your identifiers or passwords haven't changed. Try to contact Paypal and explain your rather ugly situation to them. I don't think it has anything to do with the eBay seller, though. Good luck.
