applications "not responding" and slowness

Question

Hello,
I have a problem with my PC for several months, and I can't find the cause.
It generally takes a long time to start up (up to 5 minutes).
Sometimes it is very fast, then it freezes with 'application: "not responding"' (whether on Firefox, Windows Explorer, or another application) for several tens of seconds before it allows me to regain control.
etc, ...

I have run several scans with my antivirus (Avira), as well as Malwarebytes Anti-Malware.
I launched an analysis with ZHPDiag (which took 30 minutes...)

Thank you very much for your help,   but unfortunately I still have the problem of very long latency with a white/transparent window of the application and (not responding) on the header of the window, (sometimes almost 1 minute), then it comes back and works normally for a few minutes.   I don't know if there's a connection, but almost every time I start up I get a warning window from Avira telling me that it has prevented the modification of the host file (or something similar).

I did. Hello Gen,  defragmentation completed for C and D error check done for D  for C, I'm not sure if it's done (it told me it would be done at the next startup because drive C is in use, and after 3 restarts, I haven't seen it start this analysis). Hello g3n,  My PC is doing much better. Since yesterday, no more application freezes (not responding). The PC takes about 2 minutes to start up (including 30 seconds for CCleaner, but I think it's a necessary evil!)  Thank you very much for your help.
