Well, I think you followed the documentation and modified the first lines of your file.
Maybe you are bothered by the Windows option 'hide extensions for known file types' which is enabled by default (big mistake by Microsoft in my opinion).
In Windows 7, in the explorer go to 'organize / folder and search options', 'view' tab, uncheck 'hide extensions for known file types'.
Change the extension and test again.
Whatever the result, I advise you to keep this option unchecked. Too dangerous in addition to not being able to properly manage extensions.

You didn't just change the .xls extension, did you?
If you are using Word, you also need to change the file type when saving as a text file (not .doc)
If you read the file correctly in Notepad (or another text editor) and you see your_file.ksi in the explorer, it's the content that doesn't please him, double-check.
And test with a few lines of data, it's enough to check if the header is correct, and it avoids potential errors in the other lines. -
