This is a type of message used in certain countries for warning purposes (weather, emergencies, etc.)
In principle, these are messages with no specific recipient that all phones in an area receive at the same time. (See cellular broadcasting). It’s very convenient for quickly alerting a population. For example, in Iceland, it is used to warn everyone in an area of the imminent danger of an eruption.
I therefore advise against disabling it...
