Hello,
Here's my explanation:
I had an HP keyboard that had a code 39 on the PIH driver
then I bought another one that has the same problem but this one works on my other PC (Windows 7). I uninstalled the driver but when I plug the USB cable back into the PC where the problem occurs (Windows Vista), it doesn't change anything.
The new keyboard: Sangha model: K-613N
I really need your help. Thank you

When I get to the step where I have to choose between "start normally," "safe mode," or others, it works.
PS: If I format my PC, will it work?-

A quick regedit, just one value next to kbdclass in UpperFilters to delete, uninstall the keyboard driver, and it'll work again on the next startup.
Warning, there are similar type of error code 39 on other hardware, here we're specifically talking about keyboards under WINDOWS (and it works under BIOS/DOS).
