Hello,
I would like to know if leaving a computer unplugged (turned off) for too long could damage the PC, a bit like a car that you start after 4 weeks.

No, it's not a big deal.
I gave an old tower to a friend that hadn't been turned on for a year.
Moreover, it had been stored in the attic, so hot in summer, cold in winter.

No, unless it's REALLY been a very long time, in which case the CPU thermal paste can become less effective.
In any case, a gentle vacuuming is essential before resuming to remove the accumulated dust that could prove detrimental to the radiators. -
