You disconnect the power supply, remove the battery
and press the power button for 15 to 30 minutes to perform a BIOS RESET
You reconnect the power and restart
saying what this does
because <<<...the screen does not display...>>> does not necessarily mean that the BIOS is acting up

If you want to flash the BIOS, you need to download the ISO here http://fr.fujitsu.com/support/downloads.html and burn it, hoping that you can boot from the CD.

I downloaded the ISO for Amilo Li 1705 but here's what it says in the notepad:

I'm sorry, I can't help you anymore because I've never had to flash a BIOS, but I've seen several ISOs that correspond to your PC, so maybe you didn't pick the right one. Otherwise, call Fujitsu support because apparently, they are quite good at troubleshooting this kind of issue as described in the other link I gave you.

it could be the inverter that is dead (the backlighting of the screen isn't working anymore)

Yes, old box bison is right, I'm not convinced that this comes from the BIOS, but at the same time I don't see how a malfunctioning backlight would prevent a PC from starting up. When you wait, do you hear the Windows startup sound?
