Hello!!
As soon as I start my PC running Windows, a message appears at startup
[shellClassInfo]LocalizedResourceName=0%SystemRoot%\System32\Shell32.dll,-21727
What does this message mean?
My operating system is XP Pro 1.40GHz 1.50 GB RAM

I might have the solution to your problem:

Every time Windows XP starts, Notepad opens with the following text:
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

CAUSE:

A Desktop.ini file exists in one or more of the following directories:

Drive:\Documents and Settings\All Users\Start Menu\Programs\Startup
Drive:\Documents and Settings\All Users\Start Menu\Programs
Drive:\Documents and Settings\All Users\Start Menu
(drive should be replaced by the letter of the drive where Windows XP is installed, for example C)

And this Desktop.ini file (right-click on the Desktop.ini file, then click Open to view its content) contains:
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

SOLUTION:

Method 1:
Launch Windows File Explorer. In the Tools menu, select Folder Options. Select the View tab.
Uncheck "Hide extensions for known file types."
Uncheck "Hide protected operating system files (Recommended)."
Press Apply and OK.

Delete the Desktop.ini file whose content is:
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787
and which is located in:
Drive: \Documents and Settings\All Users\Start Menu\Programs\Startup
Drive:\Documents and Settings\All Users\Start Menu\Programs
Drive:\Documents and Settings\All Users\Start Menu
or Drive is the letter of the drive where Windows is installed.

You need to delete this Desktop.ini file. Press Yes to confirm the operation.

Method 2:
Click Start, Run. Enter msconfig in the dialog box that opens and click OK.
Click on the Startup tab, then uncheck the box corresponding to the Desktop.ini line.
Confirm by clicking OK.

TO FINISH:

After either of these operations, you need to reboot the PC to check that the problem is resolved. Normally, it should be.

Hello everyone
I have a third solution:
download hijackthis, do a scan, look for where this pesky file is located:
C/documents and settings/xavier/programs...etc
Then open Windows Explorer... search for this pesky file that sticks to our desktop when we haven't asked for it!
Once we have it... well, we just need to delete it!

In my case, this is what worked best and it’s very simple and radical as long as you're careful with hijackthis!!
