Navigating a website's hierarchy

Hello,

I am looking for a utility or some method to "navigate" a website like an FTP site.

Some websites have files that are inaccessible unless you know the full address.

Aside from website scrapers (a crude method and too lengthy when searching for something specific), I can't find what I'm looking for.
