Hello,
After running a disk cleaner on my HP, every time I turn it on it says:
Non-system disk or disk error
Replace and strike any key to continue
I’ve searched on Google for all the steps to restart Vista but nothing works for me. Can you please help me?

So, your problem is that when the PC starts, it looks for a part of the disk called the BOOT, which contains the startup files... and you've deleted that, so your disk is no longer a system disk (by the way, it's just a blank disk).
In short: you no longer have Vista and you have nothing at all either.
Solutions:
1. You have a known brand computer. It's likely that the manufacturer left the installation files on a partition of your disk (which you normally couldn't have deleted). If that's the case, during startup you should see a message like "Press F4 to restore system". If that's the case, press the indicated key and follow the instructions.
2. You have the Windows installation disc: put it in the CD drive and restart your computer. Make sure the CD is read before the hard drive (to do this, enter the BIOS setup by pressing F8 (or ESC, depending on your motherboard) and in the "BOOT configuration" choose CD/DVD as the first in the order. When the Windows installer starts, follow the on-screen instructions.
