To change the desktop font color from white with shadow to black (for those with a predominantly white wallpaper), you need to:

1 - choose white as the desktop color
right-click on the desktop -> properties -> desktop -> white color

2 - remove the shadows from the desktop fonts
control panel -> system -> advanced -> performance settings -> custom settings: uncheck use shadows for icon labels on the desktop.

and the desktop font turns cleanly to black

It's not obvious, we can see here all the clarity of Microsoft ;)

I found something better: I changed the background color of the image! Instead of having it in white, I set it to cream.
It took me a tenth of a second with PhotoShop, and nothing more to download or install!

So, since XP decided that it was this way and no other, well it continues to write the text of its icons in white, safely.
And as for me: white on cream, I can now read the text of my icons safely.

Yes, the solution is indeed Iconoid as Melie says, and you can find it on the Sillyshot site as almr13 mentions!

And to disable the drop shadow effect required by Iconoid, right-click on the desktop, appearance, effects, uncheck "use the following transition effect for menus or tooltips."

a bit late for the reply but your advice isn't really great, you have to:
Right-click on the desktop, choose "Properties",
then the "Appearance" tab,
click the "Advanced" button,
in the drop-down menu "Item"
choose "ToolTip",
then on the same line in the drop-down menu "Color 1",
select the neutral box, usually at the bottom left.
Confirm with OK, and repeat OK on the Appearance tab, and the tooltips are back to being invisible.

The advice works very well, on the contrary, I've just done it.

A shortcut without going through the control panel is to right-click on the desktop, properties, advanced, settings (the one for performance), and uncheck "use shadows under icon labels".
It makes the text black (at least with a very light background).
