I posted an ad to sell my car on La Centrale Auto. I received an SMS asking if my car is still for sale and, if so, to communicate the answer by email. The next day I received an email saying that the car interests the couple, and to reassure me, they attached an identity document. They tell me that she is from Ivory Coast for her husband's work, and that her intermediary in France died last month. They ask if I could send by email a photocopy of my identity card, an EDF bill to prove my address, and a bank IBAN (RIB), and they will make a transfer for the amount I should receive within 3 to 4 days, and as soon as I receive the money, to let them know so that a friend of theirs can come and take the car. Up to now nothing serious for me because if they don’t transfer the money I still have my car. The problem is that I have given them all the documents needed to obtain a loan in my name from an online bank. So if you receive this message, please do not communicate any documents.

    To be helpful to others and to hinder the activity of these small "businesses"
    it would be preferable:


    1°) to copy on this forum:

    - the emails received (taking care to remove your personal information)
    - the email addresses used by the scammers
    - and, if it is an advertisement, the site address where you found the ad (with, if possible, the references of the ad)
    (this allows using search engines to warn potential victims who will search the net: it is effective. It forces the scammers to frequently change identities, emails which slows and hinders their work and leads them to make mistakes in their scenarios)

    2°) Report the scam on government-created sites in France and Belgium:
    https://www.internet-signalement.gouv.fr/PortailWeb/planets/Accueil!input.action (for France)
    https://www.ecops.be/ (for Belgium)
    They can also be reached by phone and can advise you.

    3°) And finally, if there has been damage, file a complaint at the nearest police station or gendarmerie, bringing all information in your possession:
    - references of the money transfers made,
    - references of the contacted person: email or postal address, usernames used, phone numbers, fax, copies of exchanged emails/mails…,
    - any other information that could help identify the scammer)

    Thank you for your intervention. I received the email this morning from this person, who wants to buy my vehicle. Fortunately, I had the good idea to look up this buyer on the Internet and I came across your comment; otherwise, I might have fallen into the same scams as you.

    I also received a text message from the same person with the same text, the same number, and the same email to buy my 4x4 vehicle. Fortunately I saw your ad, thank you.
    So be very careful with messages sent from the site phenixsms.com.
    ps: to sell a vehicle, no paperwork is supposed to be sent to the future buyer.

    I personally filed a complaint with my local police station and went to the site recommended by chat_teigne to report this attempted scam. Needless to say, I did my best, but since I did not provide (intentionally) my contact details on the government site, I know I will receive no response. Let’s hope and keep our fingers crossed!

    And as if that weren’t enough, two other emails, two more fraud attempts: two people pretending respectively to be Jean-Charles GENESTE and Emile RICCI, who are requesting the latest price and recent photos of the vehicle. We’re no longer safe on the Internet and on online classifieds sites...

    For my part I received 4 scam emails from people presumably from Ivory Coast, following the sale listing of my car.

    Here are their emails so it can help future sellers:

    After receiving the sales agreement and your RIB for a bank transfer or your full name and address for a certified cheque or even cash mandate, I will instruct my bank to transfer the funds to your account and upon receipt of the money in your account my broker will come to collect the Vehicle.

    Being French and working on my own in Ivory Coast (I would be happy to host you there), I suggest paying you by cash mandate via Western Union or by bank transfer, which are much faster than other methods from this country, but before that I would like you to send me proof of address (EDF bill or France TELECOM) so I can be reassured since you will have the money before taking the vehicle. I am also sending you a copy of my national identity card (C.N.I).

    For shipping the vehicle, I will send my broker to your home after receiving the money. Given that my professional obligations prevent me from returning to France at the moment.

    I am fully ready to take the vehicle since similar models with the same characteristics are hard to find here and in perfect condition.

    As soon as I have the items I asked for (proof of address), I will go to the Western Union agency to issue the cash mandate in your name or your bank transfer. For Western Union I will choose the option where the agency contacts you itself by phone to provide you with the information and documents needed to withdraw your money. At any Western Union or post office in France where you reside
    Once you confirm receipt of the money, I will put you in touch with my broker for vehicle pickup at your home.

    I also yesterday, September 7, 2010, received exactly the same email, asking for my RIB and identity papers to transfer the money from the transaction of buying my car to my account, with a photocopy of his identity card and all the same old spiel about his residence in Ivory Coast. He is still active on the net. Watch out!

    Por eso acerca del pago le proponemos regularse por transferencia bancaria, y en consecuencia si eso podía ponerle en confianza le enviaré la copia de mi CNI y le pediría hacerme llegar a su vuelta, una copia de su carné de identidad acompañada de una factura de su domicilio para más transparencia.

    Y en consecuencia le pediría inicialmente, si eso es posible, transmitirme fotografías del vehículo, el interior y el exterior más concretamente, devolverme también una copia del control técnico, si se hizo, sin olvidar el detalle de las opciones del vehículo y devolvérmelos mediante el correo electrónico para que pueda darle el visto bueno final.

    Para el envío, enviaré al agente de tránsito en ustedes previa recepción de la suma sobre su cuenta

    Estoy dispuesto a tomar el vehículo, y en consecuencia en cuanto me enviarán su RIB (Número de cuenta) me vuelvo a mi banco dar orden de transferir sobre su cuenta la suma y mi banco le contactará para hacerle parte o por correo electrónico, por fax o o teléfono y transmitirle los justificantes, normalmente una vez estos emitidos documentos, el dinero es visible sobre su cuenta en del 3 a 4 días y en consecuencia, aquí, a partir de recepción de la suma enviaré al agente de tránsito en ustedes tomar el coche y recuperar todo lo que va con, de modo que y puedan lo más claramente posible en esta transacción.

      Yes, this is a FRAUD. No need to these personal documents to buy a car.
      But they can be use to another fraud, with your identity (maybe also to a credit in your name with online banking)....
      So be carrefull.
