Right-click on your bar and then properties. I also suggest Gom Player ( https://www.gomlab.com/index.gom ), I prefer it to VLC.

Hi, I don't think the issue comes from the Windows taskbar because now when I hide it, it stays hidden regardless of the application or page I'm on, which is not convenient... The problem really comes from VLC... because it's VLC that, at some point, exits full-screen mode to make the Windows taskbar reappear... there must be a function to enable that I'm not aware of...

have you tried uninstalling VLC from the control panel
then downloading VLC again and reinstalling it?
