CDiscount FRACE - is not honest and cheating

Bonjour,
Sorry to write in English but you can discuss and write back in French.
I had problem with Cdiscount and I would like to have your advice.
I purchase a bag from Cdiscount cost 135 euro. Paid them by Paypal 30 April.
The bag arrive with damage, I return them on 23 May.
Cdiscount validate return and promise to refund me on 04 June.
but the refund never given. I call Cdiscount again on 03 July, they said they will not refund because they never receive my payment.
I call back, most of the time they said they have informatique problems and I must call back again.
This is my first time with Cdiscount and I experience that I was cheat. on this case, who can I contact? can I go to see French police?

Hi, I also have a problem with Cdiscount Belgium. I have recently ordered sunglasses for me and my husband, the mine ones are OK, however the ones of my husband are of a very bad quality. Therefore I want to return it. I was trying to contact customer service online, however any question concerning the reimbursement or garantie I choose, I always get "an error page". First I thought it was just that day that the webpage is not working properly, however now I have been trying it for 2 weeks and still nothing.
Do they do it on purpose so the clients couldn't return the products? And is there any other way to contact them in order to get the address where the product could be returned (and to get the money back)?
