I would like to know how I can configure the Bluetooth on my laptop (Pavilion dv7) so that I can send files to my phone.

Hello
I think you have Bluetooth built into your laptop as well as on your mobile phone.
Click on the big Vista button, in the search box type Bluetooth, and in the vertical list of programs, you should see something like Bluetooth settings, click on it and install it… then it will recognize the Bluetooth devices around it, on your mobile phone, you will send the image via Bluetooth and that's it!
