Power On/Off via the Power Supply Button

Hello,
I am currently having a problem shutting down my PC.
I just changed my power supply because the original one burned out (the capacitor exploded).
I bought and installed a LC Power 420w power supply that didn't work.
I returned it and instead got a Corsair Power 400w.
Now everything works except for shutting down the PC and, in a way, restarting it.
Shutting down: whether it's through Windows or the power button on the case, the system seems to shut down (Windows closes, the screen, the USB peripherals are no longer powered). But the CPU fan keeps running. The ultimate solution to turn off: pressing the OFF button on the power supply.
Restarting: when pressing the ON button of the power supply, the CPU unit seems to revert to the previous state. Even a long press on the power button of the case does nothing at all. The ultimate solution to start: pressing the Reset button on the case.
Since this power supply is new and seems to be of good quality, I have doubts about its malfunction.
Do you think it could be due to my motherboard being damaged (I inspected the components and circuits closely without noticing anything)?
Do you think I should consider a BIOS update (though recent)?
Do you have any other ideas regarding the possible cause of the problem?

Configuration: Windows XP Pro SP2 MB: K7S41GX (less than 6 months) - Athlon XP 1800+ - RAM: 768MB PC2100 - GPU: GeForce FX 5900XT - PSU: Corsair Power 400w (1 week)
However, how can we confirm that?
Aside from the shutdown issue, everything seems to be functioning normally.
And to test the motherboard, I don't see how to do it except by replacing it with another one, which presents two problems:
1 - I need to have another compatible motherboard with the components and peripherals present on the old one.
So that means buying a new one to see if the one I have needs to be changed. (it's a vicious circle)
2 - I am not sure that Windows will accept such a change in components without requiring a reinstallation of the system.
So I remain skeptical.
If I can't find other solutions, before changing the motherboard, I will try to update the BIOS.
