My keyboard arrows aren't working anymore, bug?

Hello,
I'm not a complete idiot when it comes to computers, but I'm stuck. I use a laptop and often browse forums. For convenience while sitting on the couch or elsewhere, I don’t connect my mouse. I use the arrow keys on the keyboard to scroll down the window, pressing "down arrow," and the forum topics, for example, scroll slowly. The problem is that my damn cat jumped on my laptop and hit all the keys. Now, I can’t use the arrow keys like before; now, I'm directly in the text of the site, and when I want to scroll down, it scrolls through the text and not the scrollbar. Do you see my problem? How can I get back my much-missed function? Thanks
PS: Is it something with the INS key?Configuration: Windows XP
