Email address blocked on Wanadoo messaging

Hello, when I send emails to my super brother-in-law (who has a wanadoo email address), I receive a "failure notice" message, and when my mother sends him messages on the same day, they go through. Could he have blocked my email address? I don’t think so, otherwise, normally, even if he had blocked my address, I wouldn’t have received a return (meaning a "failure notice" email).
Does anyone have one or more answers or hypotheses...? Thanks for your responses

Good evening,
We also had a serious problem and we had to "fight" on the phone to get a technician to our home (110 euros that we want to get reimbursed) + 2 and a half hours on the phone with "chit-chat." We were supposedly put in quarantine but we never really knew why exactly and what the so-called technical support meant by that. This issue lasted over a month. We could receive but we couldn't send anything. All outgoing messages were blocked.
