QWERTY keyboard only in BIOS!

Hello,
We have just received LENOVO THINKCENTRE M57e - XP PRO SP2 - CELERON PCs - a BIOS with a version from April 2008 - keyboard and mouse in USB.
We are required to set a password at startup (this is imposed on us) but we noticed that in the BIOS the keyboard was in QWERTY.
On the screen where we type the password, the keyboard is in AZERTY.
We have tried the following solutions: starting the PC with a PS/2 keyboard - modifying the registry key - removing the ENGLISH keyboard in Windows - checking the LEGACY USB option in the BIOS, it is indeed set to ENABLE.
We are considering updating the BIOS since there is a newer version on the LENOVO website, but we would like to avoid this step as we are not sure it will solve the problem.
If you have any suggestions, they would be welcome.
