Hello everyone, After searching the web extensively and facing the same problem, I realized that this bug could be caused by printer sharing. So I removed all the network printers in the control panel > printers. Restarted Photoshop and it works!

Hi everyone and thanks for the explanation! I'm at work and I can't uninstall a printer, but I just changed the default one and the trick works as well ;) Here's a little detail that might help some! Have a nice day and thanks again!
I have exactly the same problem. I'm running VISTA with an Adobe Design Premium CS3 pack. All the software works fine, except for Photoshop. I can open an old PSD file, I can create a new file, but as soon as I save the open file, Photoshop cannot open it anymore and simply gives me the explanation: "Unable to perform this operation due to a program error." I've uninstalled it three times, reinstalled it, and each time it works well at the start, but as soon as I restart, it starts showing me this message.
So if someone can come to our rescue, that would be really nice.
