If you shop online, you enter into a contract with your seller. In case of delivery issues, it is not your responsibility to resolve the dispute; it is the seller's. If they shift the blame onto the carrier, it is they who are at fault. The complaint should be directed against the seller.

Same for me, I’m in Canada and I’m waiting for a laptop that I ordered and I never received it. They said it was delivered, and that’s false. The delivery person probably kept it for themselves while scanning it as delivered at my place, but that’s not the case. I believe it will be difficult to prove that I didn’t receive anything, and getting a refund will be challenging.

I am also in Canada and it's been a month that UPS has been messing with me to retrieve my two packages. Each time they change the status online saying they came to my place and that I refused to take the packages under the pretext that I didn't order them. The worst part is that I paid customs duties for both packages. When I call UPS customer service, they are unpleasant on the phone, as if they are all aware of my case since I bombard them with emails.

Same for me, package apparently delivered but I was never notified, no notice in the mailbox. For them, the package was abandoned and will probably be destroyed. I don't know how to get the situation back on track, I wish good luck to future UPS customers.

At the beginning of April, I placed an order with Footlocker that was "delivered on April 7"... except that I haven't received anything!!! The delivery person didn't ring my doorbell, we are in lockdown so we would have heard it! I even asked my neighbors, nothing. Footlocker has started a dispute process, it's dragging on...
On May 2, I ordered from Adidas, "delivery" today, May 6... we were in front of our house, and the delivery person supposedly showed up at 12:15!!! Strange, we didn't see him!!! So I called their customer service who will call me back... they are going to investigate with the agency I am depending on. I just went through the same thing as you. They are asking me for money for a cash envelope that a buyer of one of my paintings is sending me via UPS, I'm from Quebec. I had clearly told this person that I did not want to proceed with this transaction because I had doubts about their identity, and they did not want to give me any information about themselves, no phone number either. And now UPS is sending me a threatening email stating that I will face 15 years in prison if I do not pay the $77 for the insurance on the envelope containing $115.
