The calendar "marks" the work range by changing the color compared to the rest time.
To configure the working hours, you need to go to Tools-options, then calendar options. There, you can note the working days and hours of the person. Depending on what is indicated, the work range will be represented by a different color than the rest time.

I also looked in Outlook 2003 and it's not possible. However, with 2007, the day's calendar displays by positioning directly at the first working hour, 8:00 in your case.

Just because your road map shows you all the routes doesn't mean you want to see them all at the same time. Or else explain to us how you find your way with a map that, when unfolded, must be A3 size...
And when you look at your watch, it seems to me that what interests you is often the current time rather than the time an hour ago, isn't it?
It's the same with Outlook: in the display (we're not questioning their existence!!!), hiding the hours between 3 AM and 7 AM or between 8 PM and 11 PM is not absurd, far from it: it's common sense.

The problem is that the Outlook engineers and developers do not fully utilize it.

All the secretaries here are complaining about the difficulties of this program concerning shared calendars.

Trying to display several calendars on the same page at the same time, especially in the case of managers, results in all the calendar entries being compressed into one-third of the page in the middle, making it simply unreadable.

This makes the work of the secretaries, who must schedule meetings, extremely difficult. I've even seen some who have fun simply printing all the calendars to compare them manually...

This is while if there were an option to hide non-working hours, it would simplify the lives of all these people.
