It's ringing with no voicemail!

Hello,

I've tried to reach my friend abroad several times, but it just rings without going to voicemail; besides, it seems he isn't receiving my texts either; however, I have delivery receipts! He's with Bouygues and I'm with SFR. I had him on the line once, and he told me he hadn't received anything from me. Has anyone ever encountered this problem???
Configuration: Windows 2000 Internet Explorer 6.0

It is highly likely that the problem comes from the fact that there is no messaging and that the two operators have a communication issue ^^'
