I wanted to know what sub forced (forced subtitles) means
because when I see that, the subtitles in question are generally not present.

I would add that it's not quite the same as "hardcoded," which means that the subtitles are embedded in the video (as opposed to a separate srt file, for example), whether they are forced or not.
