Delayed delivery on Outlook?

On Outlook Office 2003,

Start by composing your message.
Once finished, save it as a draft.
Go to the drafts,
right-click on the message you wish to delay.
In the options, the "Message Options" window appears.
Then, in "Delivery Options," check 'Do not deliver before' and set your send time.

I noticed that when using this feature, only the sending of the email is delayed; it does not change the time of the sent email.

Let me explain: we draft the email, set a delayed sending option, click send, and the email is stored in the outbox until Outlook sends it at the scheduled date and time. The recipient receives the email at the delayed time and date, but the sender sent the email at the actual date of sending (not the delayed one). In fact, the time and date of the delayed email are the actual dates and times of the email originally.

Can you confirm this information for me? Is there official technical documentation where Microsoft explains this?
