Hello, I would like my Alpine CDE-9850RI car radio to work without turning on the ignition of my 406. I would also like to retrieve the steering wheel controls since my unit is compatible. Thank you in advance....

Hello,
look in the manual there is the wiring of the connector, but Peugeot is not very respectful of the European standards in car radio wiring, you will need to search for a permanent + with a voltmeter on the power cable of your 406 and connect it to the right cable for the Alpine connector.
You test your wires with the ignition key removed, the one where the voltmeter indicates 12V is a permanent +.
If you can't find it on the cable to the radio you can tap it from the glove box lamp and run a wire to the radio.

  No better! You're routing all the power for the car radio through the glove box lamp's power cable! Do you want it to catch fire in the car? He needs to run a separate line as I mentioned earlier.

Before talking about setting fires, take a look at your car radio's consumption. Unless you have a 500 W built-in amplifier, which is not the case with this model, it consumes a maximum of 3 A, and the fuse for the glove box light on the 406 is 10 A.
Only Renaults catch fire, and that's usually at the cable level before the fuses under the dashboard.
In the place where I worked, among a fleet of 63 cars, we lost 1 R25 and 2 R21 (yes, that's quite a while ago, but I doubt they've made any progress on that front).

  Current car radios consume (Alpine) more than 3 amps at full power and over 10 amps as well. Any professional electrician will confirm what I’m saying and will tell you that what you’re proposing cannot be done.
  And it’s not just Renaults that are subject to the laws of electricity. Now, if you’ve already had 2 cars burned, that's quite enough. No need to burn a third one. Now, if you want to continue, I can sell you a fire extinguisher.

  It's a 50 W at 12 V, roughly 5 A!
  The cables for the lighting are 2.5 mm², which means a maximum of 25 A!
  
  As for the burned cars, they were rental professional vehicles that were unmodified and caught fire due to a design flaw in the wiring harness.
  
  And while extinguishers are mandatory for all rental vehicles, they are ineffective on electrical fires; the fire resumes as long as the battery is not drained.
  In any case, we don't even have time to reach the extinguisher before the car is no longer approachable.
