Activation of my line for the Freebox

Hello, I recently switched from Orange to Free. I signed up online just a week ago, and today I received my Freebox + decoder. I found out when plugging it in that I'm stuck at the step where a rectangle is flashing. Apparently, this is due to the fact that I'm only at step 6 of my subscription

I would like to know if the problem really comes from that, is it normal to receive this Freebox before the line activation? Does activation take a long time?

Unfortunately for them, I don't think they can cancel their subscription beyond 7 days because the terms and conditions should state that the activation time is around 3 weeks.
Or they have to do it right away by trying to argue that there was a weekend between the subscription and today.
