Insert, Reference, Footnotes. In that case, no section breaks, and absolutely no footer modifications!!!
If you only want to modify the footer on page 15, you need to isolate it somehow. You must surround it with section breaks: sections are independent within the file, but they also need to be made independent.
So you create your section breaks before and after page 15: Insert Menu "Break..." Check "Next page"
Furthermore, before modifying your footer, you need to tell it that it is not linked to the previous one for page 15 and page 16. In the footer, when the "Header and Footer" toolbar appears: uncheck "Link to previous," for both page 15 and page 16.
Now, you can modify the footer on page 15 without affecting the other footers.
My first record has a Region of "Europe" and an AverageVolume of 1553, I expect it to return "OK 1", and I receive "OK 2". However, when I evaluate field by field the equation posed, I obtain the following result:
