My computer freezes on the desktop background

Hello,
Today I turned on my computer and the Windows taskbar at the bottom (Start) has disappeared, along with all my icons on the desktop.
I only have my wallpaper.
The mouse works, but nothing shows up when I right-click, nothing happens
when I press: Ctrl + Alt + Del, nothing happens either. The mouse is not stuck
But after that, I don't know what to do.

    Hello.
    Restart your PC, tap the F8 key as soon as it powers on, then in the startup menu that appears, choose "Last known good configuration".
    Keep us posted.

      I have the same thing except that when I press ctrl, alt, delete it works, but when I press f8 it doesn't work... Please help me.
