ALT + 128 = Ç
It's the only one I know, I always manage to replace it ^^

For a cedilla on a capital C, EASY (at least in Word):
1) Type a normal "ç",
2) then with SHIFT+RIGHT, reselect the letter
3) then CTRL+SHIFT+A
There you go, the C is in cedilla and in uppercase, like this --> Ç

Yes, with altGr + @, I have @, but if we download keymap, I think it would correspond to A with an accent.

If you have Windows 7, do this:
Start -> All Programs -> Accessories -> System Tools -> Character Map .
And there you will find the character " Ç " . I just did it.

it's all very exciting! I've tried several tricks, some work and others don't! For example, the Ç, alt+128, works fine, but in Word, I can also do it with control + shift + c, but here I can't reproduce it; similarly, some manipulations (for the ñ in Spanish) don't work. I wanted to download the driver for number 6, but I ended up on a Tiscali page. Did I skip some steps? If I write any letter, how can I have the special characters table handy (for e in a, or e in o => I can't seem to reproduce them)?

Well, normally... in the same way as if I wanted to capitalize them... I have a Sony Vaio laptop so it's a QWERTY keyboard, but to type ç I press "]" and "c", so obviously to type Ç I press "]" and "C". If I press shift "]" I get the diaeresis ¨ above the letter of my choice.
In the same way for è and È, I press "' " and then the letter in uppercase or lowercase. The only letter that only takes one key for me is "é", which is in place of "?", and this applies in uppercase or lowercase as well.

The universal solution for having slightly exotic characters is the ASCII code table.
Usable, in the PC world, for any keyboard input, in any application, and on the internet.
Ç is alt + 128; É is alt + 144..
A copy of this table can be printed from a link suggested by Google from a search on "ASCII codes".
Let the Mac enthusiasts not despair, there is another ASCII code table for them...

Another solution is to switch to the bépo keyboard: http://bepo.fr/wiki/Accueil
To have the capital c cedilla, just press Shift+ç, nothing simpler

I just took a spell check test with the Correcteur 101 on a very short sentence ("Edit, this is an essay !").
Verdict! A mistake on "Edit" because it needs an accent on the uppercase E! -)))
I agree that it all depends on the settings, but an option for typography settings is provided. So, if there is an option, it means there are indeed rules regarding this aspect. Then, everyone is free to ignore them or not.
But the French language does indeed provide for accented uppercase letters, with cedillas...
