Unblock USB port access

Hello,
When I plug in a USB drive or any other device using the USB port, a message appears:
"Restriction warning: the administrator has forbidden access to USB mass storage devices / 1394 mass"
The only problem is that I am the administrator of the PC and I haven’t forbidden anything (at least not intentionally)
I am using Windows XP.
In the Device Manager, there are no exclamation points; everything is functioning normally.
I even disabled the antivirus and firewall.
If you have any ideas?

however, I had to uninstall Elock management before proceeding with your solution
Summary of the solution:
install and download from the site ftp://ftp.support.acer-euro.com/desktop/empowering_technology the acer empowering technology framework
install and download from the site ftp://ftp.support.acer-euro.com/desktop/empowering_technology/eLock_1.7.6.17.zip
restart, launch the framework application and then eLock (start all acer empowering technology programs acer eLock)
lock the drives (you need to generate a password)
once locked, unlock it and restart.
