Operator billing prior to SIM card validation

Hello. A simple question or I read everything and nothing. I just changed operator to get a box and mobile plans. Normally mobiles will be activated on 25/08.
I just received the SIM cards this morning and at the same time a deduction for the cards + the 2 mobile plans. Last year with the old operator, SIM cards were charged and that was normal; today the plans+the charges are. I am still waiting for a clarifying explanation from the operator. In the meantime, have you had the same experience? Do you think it is normal? Isn’t there a law that contradicts this illogical prélèvement? Because I will be paying 2 operators by the 25th. Thanks for your feedback.
