Repaying a recent repair, is it legal?

I have a HP laptop with a 1 TB hard drive since 2014 that used to work very well, and I upgraded Windows 8 to 8.1 and then Windows 10. The device is not compatible with Windows 11, and in September 2025 the device was getting slower to boot. Equipped with the ESET antivirus, it wasn’t due to any virus or malware; I also increasingly saw "Not responding" when I opened a folder to find files or to launch a program. Until the day there was a B.S.O.D. (Blue Screen Of Death) which forced me to take it to a technician (and seller) who concluded that the hard drive was dead because there were lots of corrupted files.

He repaired it for about 100 euros this time with a 500 GB hard drive, and this PC was working very well again. And three weeks ago, trouble again, impossible to restart with that lousy B.S.O.D. returning. I then took it back to the technician who had guaranteed 12 months parts and labor for his service, since the failure dated from September 2025 and it’s been less than a year.

He gave me again a quote, with the same price for another repair, without honoring this warranty, and he couldn’t clone the programs and files contained inside. I thought that the repairman had an obligation of results, so there was no need to pay again for that. Is that normal and legal.. ?
