Hello,
I would like to know how to manage the system handler to unblock incoming phone numbers and also how to block some numbers. Thanks in advance to anyone who responds!

Thank you for the response, but when I start up my smartphone I don’t see a small dot at the top right! I think a setting must be made in the system manager app that is present on the smartphone, because it is this app that allowed me to block incoming calls?

Your Honor must have thrown everything at the System Manager.
Try going to Call Filter / Block and then to one of the following sections:
Blocking, call filter, blacklist, unwanted calls as well, and then open the list of blocked numbers found there, you delete the number by tapping on it and then Delete / Unblock.

When you open your smartphone, go to the three dots in the top right corner and select Settings.
Go to Blocked calls numbers and you should see a list of blocked numbers from which you can simply tap the blocked number and unblock it.
You can delete everything in this list to unblock everyone at once.
You can also consider resetting the network settings, which can also unblock everything.

I don’t know if the model in question has a particular overlay.
Otherwise, in recent Android versions, you don’t access the settings via the three dots in the upper right because there aren’t any, but via the settings icon which anyway has nothing to do with it.
In the absence of a specific blocking app, they are managed by the phone’s default dialer app, most often Google but not always.
In the Google case, these three lines are at the top left of the open app, Settings, Blocked numbers; there is also a (more or less effective) spam adjustment setting there.
In the block list, unblocking is obtained by clicking the cross on the right of the concerned number.
Blocking a number that has not been intercepted during the call with or without the option is more complicated; I go to the call history, long press on that number, and the contextual menu then offers block or report.
That said, it seems easier and more effective to use a call blocking app that will let you do everything from a single menu, with the caveat that some of these apps only have a pre-established database on which you cannot intervene; Call Filter is a good counter-example.
