Hello,
We cannot answer the question formally; all new desktop units on the market are compatible with Windows 11 when it is not pre-installed.
The choice will depend on what you want to do: office work and browsing, gaming, use of more or less heavy graphic software...
A recent desktop may not have a VGA connector if the monitor itself is old, and an adapter may be required.
The rest of the outputs depend on what you want to do: number of USB ports, possible RJ45 network port, and where the bandwidth will be best since desktops are not necessarily equipped with a Wi-Fi card that you would then need to provide.
The bare minimum is otherwise the same as for a laptop, apart from the tower’s form factor, footprint, and upgradeability that you might consider: unless you are doing demanding tasks, the processor is less important than RAM of at least 16 GB and an SSD of at least 512 GB; outside of these same demanding applications, an autonomous graphics card (not just a chipset) allows it to have its own memory without consuming the system’s memory.
We should avoid soldered drives, though perhaps rarer on a tower, and consider that there is at least one extra connector for a second drive if needed; third-party needs (Bluetooth, etc.) are up to individual preference.

Hello.
It would be good to say what you plan to do with your computer, a computer for internet and office work isn’t the same as a gaming or video editing PC, and especially your budget.
