Hello,
I have a mini desktop PC from the brand Alder Lake N100 with the following configuration:
Graphics: 128MB Intel UHD Graphics
Memory: 16GB
Processor N100 / 800MHz
Windows 11 Home
And a 55CM Samsung UHD 4K Curved TV
My problem is that whenever I watch a movie or a series on this PC, there is a slight latency or the image stutters from time to time, even though I have connected a 4K HDMI cable from the PC to the TV.
Do you have a solution without necessarily buying a new PC since this equipment is only used to view multimedia content (no gaming)?

In my humble opinion, there’s no solution with this PC; you'd need a more powerful model... especially if you're a bit demanding about the picture quality...
I don’t know what kind of connection you use to receive TV..??
You could try lowering some settings on your video..
Reduce the image size... Switch to 720
lower the frame rate, go down to 25... but not 4K
if your hardware allows it, or your application
Here’s a brief overview...
I’ve tried with several videos, even at 720p resolution, and I still have this latency.
I don’t have many options on my TV to adjust. There’s a game mode on my TV, but activating/deactivating it doesn’t change anything.
The driver is up to date.
If we reread your first POST, the TV or movies are "received" on the PC... and then sent to the television via the HDMI cable...
So it is on the PC that the settings need to be changed... and not on the TV
This PC is quite sluggish in performance... so we need to lower the values and depending on the type of encoding of this video, possibly re-encode it with more modest values... so that the processor can keep up.
800MHz... That's nothing... and it's dragging Windows 11; I suspect it's not original...
I do not agree at all, the processor is fine and recent enough for 4K.
