Hello,
On my PC running Windows 10, only PDF files take an excessively long time to open; all other applications work very well with immediate responsiveness.
If I need to print, it’s the same thing; the location where I want to save my PDF takes forever to open, I don’t understand why and how to fix it.
My PC is running Windows 10 with a Core i3 processor and 4GB of RAM.

We don't see why PDF files would take longer to open than others unless they are very large in the context of a low-powered configuration, or if they are opened in such a context by a heavy application like Acrobat Reader.
If that's the case, try opening them via your browser or a lightweight PDF application like Sumatra.

Some recent updates of Acrobat Reader have caused issues, specifically regarding loading times; if I remember correctly, it's an update from November that's to blame.
You need to update to the latest version to fix the problem: in Acrobat, at the top left "Menu", then "Help", then "check for updates"

Right-click on the Start button, use this command with Windows PowerShell (Admin Terminal)
CHKDSK /F C:
Respond with Y for Yes to then restart Windows.
Next
Dism /Online /Cleanup-Image /RestoreHealth
Then
sfc /scannow
To perform a more thorough repair of Windows without data loss or an update, use either the MediaCreationTool to download the Windows 10 ISO file (for another PC)
Or the Windows 11 ISO file can be downloaded directly with a button if compatible.

When you have the ISO file, right-click > Open with > Windows Explorer
Then click on the setup.exe file
Follow the instructions for "install" without wiping everything, ensure that the checkboxes indicating you want to keep everything are properly checked.
