External Hard Drive - USB to ATA/ATAP bridge not present

Hello,
I have a 1TB external hard drive from the brand HIKVISION model E30 that I received. When I connect it to the PC, it powers on and I can see it as a device, but not as a hard drive.
I don't know what to do. I don't care about losing what's on it, but I just want to be able to use it again like a regular external hard drive.

I want to specify that I tested it on two different computers with two different versions of Windows and the result is exactly the same.

Depending on the equipment it was commonly used with, it may be formatted by default in EXFAT (which is theoretically compatible with Windows 10/11).
You could format it in NTFS:

The hard drive was primarily used on a gaming console.
However, I cannot perform the proposed formatting solutions because, as explained above, my hard drive does not appear as a hard drive and therefore does not have a letter assigned.
What other possible solution is there, please?

It is undoubtedly necessary to resolve the issue of disk identification before being able to format it.
- on one hand, by checking that it appears in the BIOS and also in the disk manager (by typing "disk manager" in the search box of the taskbar). Formatting can take place at the partitioning step.
- on the other hand, ensure that the corresponding driver for this model is present in the file manager and, if not, download or update it from the manufacturer's website.
- optionally, check its status using a tool like CrystalDiskInfo:

Aside from these possibilities, I have no other resolution ideas.
