Language issue with DAHUA's SmartPSS.

SmartPSS is an app for managing digital or analog cameras.
Among all the sites that offer to download SmartPSS, there is a choice of language.
Either at the very beginning of the installation: Language choice: English or French.
Otherwise, once the installation is complete, go to Settings - System and Language - Language - English or ... French.
However, since this morning, on all the offered sites: it's English or ... English. That's it! Nowhere is there French, and that on all the sites. I don't understand!
My PC running Windows 10 was indeed properly set up with the software in French. Even if I don't remember the download site.
I just downgraded this same PC from Windows 10 to Windows 8.1 with a complete reinstallation. Disk formatting.
Could the problem come from that?
A missing file in Windows during the installation of Windows 8.1?

    Hello,

    The software that no longer exists is only available in English on its publisher's website.

    Its replacement, which I don't know if it does what you expect from it, is multilingual.
