Hello,
For the past few days, I haven't been able to log into my Instagram account. I reset my password via my email,
I entered a new password, and once the app processed it to validate, it asked me to create a new password again. Currently, I cannot log into my account, even by entering this new password.

Given the wording of the message, access to your account is locked by Instagram for security reasons, so you need to wait at least 24 hours before attempting to log in again.
You must have made too many attempts in a short period of time (making too many attempts is suspicious, and in this case, the bot on the server interprets this as a potential hacking attempt...), so the bot on Instagram's server has most likely locked access to your account to protect it.
As for the rest, we can't do anything here on CCM; you'll need to check with the help available on Instagram's support.
