Suggestions « for you » Instagram

Hello,
I was looking for a friend on Instagram. I haven't requested to follow her yet, but under her profile, there are several suggestions "for you," including one person who appears as "followed" even though I'm not following her.
I've tried several times. This person in the suggestions sometimes appears as "follow" and other times as "followed."
I don't understand why.
