Unable to send message to a contact without being blocked

Hello,

when I try to send a message to a contact, I receive a yellow exclamation point with "unable to send."

This contact has not blocked me and my connection is good because I can send messages to other friends.

Why can't I send a message to them when the person has not blocked me?
